Standing water

My back yard slopes away from my house. At the end of my property is an alley with a underground storm drain. When it rains a lot, the alley pools the water up around my back fence where it stays for days. Is it possible to put an underground pipe or trence that will allow that water to drain so it doesn't pool up so much?

Not unless you own the alley.

You can however call your local road department, most places have guidelines that state the right of ways cannot hold water for more than 24 hours (health hazard) and have to come do whatever it takes to make the water drain properly.

If they give you any grief, remind them that standing water is a breeding ground for mosquitoes and most cities have some kind of requirements to control the spread of West Nile.
