Sprinkler system power/control wire

While excavating with a skid loader I ripped up a wire that had not been located. It almost looks like a very thin coaxial cable with a wire down the middle and an insulated core wrapped in what looks like tin foil. (I obviously ripped it in half!) But it's a little smaller than coax... perhaps 1/4" diameter.

Do you think this is the sprinkler control wire? I kind of hope it is because I believe the sprinkler system is going to be abandoned/redone anyway. Comments?

A lot of the TV cable wire in the ground are like you say.
very thin coaxial cable with a wire down the middle and an insulated core wrapped in what looks like tin foil.
