Island Removal

Hello, My wife and I have about 5 islands throughout our front yard and we would like to remove two of them. They are encompasssed by rocks and filled with mulch and weeds... When is the best time of year to dig out the islands and ensure hostas and weeds dont grow back so we can flatten it out and plant grass seed? Thanks!
We also have two shrubs in an island we would like to move, can we and how?
The shrubs look like this.... (Copy and Paste link)

If you have beds that look like what you posted, then you need a consult with a landscape engineer. You need a landscape plan with vision. Evergreens are best moved when dormant.

If our want to eradicate an island bed and all plants, you can do so any time of the year. Simply remove plantings and level the bed to the level of rest of the yard and reseed or sod. If you, however, have a cool season grass variety, the best time is fall. Warm season grass renovation is best done in spring.
