Can I lay river rocks on top of mulches?

Question Can I lay river rocks on top of mulches?

I've designed a flowerbed and laid 3in of black mulches around the plants and flowers but couldn't keep it from the wind. I wonder if I lay 2in of river rocks on top would affect/harm the plants or not?

Remove the bark and then put in the rock. I had to do the same at my house.

I think the 5" that you would built-up around the plants could be bad. It might cause some fungal problems for the plants having material so far up on their stems. Like mitch17 mentioned I would remove the mulch and then put in the stone.
