renewing old lawn.

I have a bad lawn mostly weeds. The soil is sandy and well drained. Where should I start? Till it all or seed over it all and furtillize or ?

I'm not sure what you mean by a "bad lawn" but what you do might depend on how much patience you have. If you are willing to wait for a couple of years to see results, you could start with a weed and feed fertilizer (although it's a bit late for this year) and dethatch/top dress and overseed in the early fall.

If you are in a hurry to have a nice lawn, starting over would be the way to go but again, it's a bit late for this year. The time to address lawn problems is in the early spring and the early fall.

Rule of thumb is if your lawn is more than 50% weeds or undesired grasses, kill it all and start over.

Tilling it all up does not count as killing it, you do that first and then till.
