Sinkhole from clogged drainage?

Sinkhole from clogged drainage?

I recently discovered a some drain tiling which drains about a 100sf planter area that is between the house and the front walk. I scoped the tile with a homemade pipe camera and found it to be totally clogged just right where there has been a 10' diameter sunken circle for as long as anyone can remember. Could the "sinkhole" be caused by the drain tile injecting water into the area?

The buffalo box/curb stop/water shutoff valve is also in this vicinity. I'm hoping it isn't that...

The sinkhole is more likely from a dry well the drain tiles are running too and the cover is caving in.
