How to kill or remove this grassy bush?

I have a grassy bush that has overgrown to a large size in my lawn, right on the side of the road, see the photo below:

What's the name of this kind of bush?

How to killl this or significantly shrink its size? I've cut the top half of it so there is no more overreaching leaves.

To tame it, start removing some of the bigger branches.

To remove, remove all of the branches and then pull out or grind up the stump.

Looks like some type of pampas grass? Even if not, the care should be the same. I've seen them cut way back...almost to the ground...then you can dig out some of it to get it to a more manageable size. This is done during the dormant season normally.

It's an ornamental grass with no stump. Possibly Ravennagrass or Fountaingrass. I removed one (maidengrass) a couple of years ago and it was a pain. I have another that I intend to remove this fall.

I cut the grass back to ground level and then dug up the tangled mass of roots. I had to use a mattock as the roots were so thick a shovel wouldn't penetrate. You probably won't get it all. Mine came back two years after I removed it. I just kept digging it up as soon as it appeared.
