Purpose of stones next to foundation?

Purpose of stones next to foundation?

I've wondered about the purpose of an area of stones about a foot wide lining the perimeter of the house's foundation. Is it to keep soil backsplash off house, or help keep water away from foundation? Is there plastic underneath? How thick is the layer of stone?

I'm thinking of doing this to my house, but was wondering about the plastic underneath. Wouldn't that keep any rainwater (that seeps backwards toward the foundation) from evaporating?

It's to reduce back splash in most cases but there no way to tell you how every house was built and if they have french drains or not.
