Scotts Halts crabgrass pre-emergent near vegetable garden

We have a 30 ft x 100 ft lawn with 4 patches of vegetable garden in the perimeter (about 20% of the total area). I want to apply the Halts pre-emergent to control the crabgrass in the lawn and still be able to plant vegetable seeds in the garden patches.

Can this be done safely? Will the Halts spread from the lawn to the vegetable garden soil and prevent vegetable seed germination if I cover up the (vegetable garden) soil with a tarp before applying the Halts onto the lawn? Is there any health risk of Scotts Halts near vegetables?
