Irrigation System?

I need help. I bought a foreclosure and it came with a fairly new irrigation system. When I turn on the main water line to the irrigation system, water just shoots out of one of these pipes that come out of the ground. Do I just need to connect these two pipes together? I thought maybe they just removed these pipes and drained the system when the bank winterized the house ... Thanks!

That's a first.... take the valve and vacuum breaker when you leave.

So I can just buy a vacuum breaker and some pipe and fittings and should be good to go?

They took everything. Blinds, all kitchen appliances, vacuum breakers, light fixtures, etc. I am not complaining too much, that helped me get it cheap. Just needed a little DIY
