Tree roots on top of sidewalk

Tree roots on top of sidewalk

The rear of my property has a steep decline that faces a city sidewalk and street. Some small rootlets from the trees on the slope are growing a mat extending ~1 foot over the sidewalk. I am considering removing them. Will that harm the trees? Should I just leave it alone?

It isn't normally a good idea to remove roots but I don't see where there is a lot of choice as you don't want/need them growing over the sidewalk. How close to the sidewalk is the trunk of the tree?

An injury lawsuit from someone tripping would not be good. Some trees have shallow roots and can cause problems. If the roots don't go over the sidewalk, they may well go under it - jacking up the sidewalk and creating another headache.
