Question Grass or Ground Cover for Rain Garden

We have a little ditch area outside our home, which I believe the city refers to as a rain garden. It collects very little water even during the harshest rains.

As of now, all this area does is promote monster weed growth. All I want to do is yank out all those suckers, and plant something that will rarely need maintenance and hopefully stop more weeds from growing. I figure this can be achieved through some sort of grass (the shorter the better) or ground cover. Again, the area doesn't collect much rain, but whatever I use does need to be ok with ample waterings and the occasional freeze in the winter

Thoughts?

Self limiting ground cover, otherwise you will still be mowing it.
