Need to ideas to landscape small area next to the driveway

I recently removed Ivy next to my sloped driveway and neighbors front yard hoping whatever was underneath would be better than the Ivy, but boy was i wrong. The side wall of my neighbor's front yard (towards the top of the pics, wall is 1.5 ft in height) wasn't done right (and wasnt visible before i removed the ivy), there is concrete sticking out from everywhere, just doesn't give a neat look that i was hoping for. My goal is to block/cover the ugly side of my neighbor's wall.

The black patch you see in the pic is on my side and i can play around with it but not with the wall as it is my neighbors. The patch is 1 foot wide and about 30 feet long, its all dirt. I currently covered it with black mulch. Again, the wall height is about 1.5 feet. Putting a fence is not my first choice, is there anything else i can do? I was thinking to grow something but am not sure what. Is there anything, preferably evergreen, that i can grow in this narrow space which will also not block my narrow driveway?

Any ideas will be appreciated. The house is located in Long island NY.

PS: for some reasons the pics are not saving upright, sorry about that.

I would check with a local nursery because they know what will grow best in your zone.
Just as a thought, you might consider periwinkle. That should grow to about the height needed.
