Small yard: grading questions

Hello all,

New home owner here and we've been wanting a fence to both shield us from some neighbors and to let the dog have some unleashed fun in the backyard. But our yard is horribly ungraded and we want to tackle this first.

Our yard has large mounds and depressions that make water drain back towards at least 60% of the house sides and the garage (detached). My question is what is the best way to tackle this feat? I would guess there is less than 1000 sq ft that actually needs to be lowered an average of like... 8 inches?.

We've been told that we could easily get this job done with just a sod cutter and shovels. Been told the sod cutter can also cut/loosen the dirt to be easily moved to the depressions of the yard and most to the yard waste dump. Is this job enough for a sod cutter or would we need a skid steer or something bigger. We plan to invite a bunch of friends over and stuff their faces with food in exchange for work so manpower isn't too much of a problem. But I would like to get this done in one day.

Hard to say without being there to see it. Sounds like you might be removing soil overall, have a plan for where to put the excess?

Need some pictures.
No way would I be using a sod cutter by the sounds of what you need done.

I'd consider a tractor or skid steer. Keep in mind your topsoil is on the top, if you scrape off 8" and don't replace it the grass might not grow well. Ideally you'd remove the top portion, grade the ground and then put the top soil back dressing it out as you go.
