Low spot, very hard soil, little growing?

I have a low spot near the sidewalk in the front yard that is maybe 9x7 feet I'd say that's all very hard dry dirt. It also needs to be filled in a little to bring it up to the rest of the lawn.

In the fall I want to try and grow some grass there, but I have to level it out first. Do I have to dig up the compacted soil or can I just throw topsoil or loam on top and plant the grass in that?

Once the roots hit the compacted soil underneath will they be able to get through?

I would try to loosen it up first.

You definetely want to break up and till the hard area. If it's really hard it can be a barrier to grass roots.
