Flagstone Area wont work...Back to square 1...Need Help

So unfortunately the area that we wanted to put in a flagstone walk way to a fire pit area floods when it rains good. When I say flood I mean it will get 3 to 4" deep. So we had to scratch that as building a raised flagstone area doesnt seem good. So we have modified the design to go simple and use railroad ties. Was hoping someone could tell me if it will work to fill up 3" of crush n run and then cover with riverrock?

Fill what up with stone? Are you filling in the low spot?

Got a picture of the area?
Nothing you suggested is the right way to do it.
Railroad Ties is the last thing I'd use, there's a reason there being sold, they where removed because there at the end of there expected life.
Need to see a picture of the whole area to see why that area is flooding.
No close ups needed.

So currently we have a small fire circle. When it rains hard all of the water will form around the firepit area up to the top bricks and extend out to the left near the small playhouse.
