pruning privet hedge

I was really lazy, had these privet shrubs for over 10 years and let our gardener hack away at them. I finally asked him to stop pruning them. I would like them to grow higher and thicker. Like a solid "wall" a hedge if that's possible? So when, or should, I be cutting back these shoots? How much to cut back?

Live in sunny California, San Francisco bay area, if that makes any difference.

They are pretty much indestructible. You can trim them whenever or where ever you want. To get them to go higher trim the sides some. I'd still trim the top [not as short/low] just to make it look nicer.
