1.2 acres of yard all 95% weeds new house

Bought a new house in December. Yard is mostly weeds. I don't have the money to buy 1.2 acres of top soil. My father in lawn in the NC clay soil. I have round up and a weed torch. I'm thinking torching last patches at a time (20x20ft) and reseeding by hand. Thoughts? Money is the biggest factor. Not looking for perfection just an average lawn

Rule of thumb is more than 50% weeds or undesired grasses, kill it all and start over. Spray everything with Roundup, wait two weeks and then spray everything still alive again. Wait two more weeks and you can start the process to get ready for seed. Where you are determines when you should start this process.

Wrong time of year to be doing this, should have been done in late winter.
Best you can do this time of year as spray on some Ortho Weed B Gone.

You can try to start a lawn but it's risky in much of NC this late in spring. If we get plenty of rain and a cool summer you might get lucky, otherwise you might end up having to try again in the fall. The safer bet is to just mow the weeds this summer. Then nuke the lawn in fall, prep the soil and plant grass.

Having a nice lawn is a journey not a race. It will take time and perseverance to get the best results. walterreeves.com is a good resource for information. He's local to GA but the info may also apply to NC. Good luck!
