Small hole by my Foundation

I have a small hole by my Foundation. the hole is more a rakes height.

The basement has no leaks or wet drywall by the hole.
There are no animals in it that I am aware of, I did not see and foot prints.
It is about a 5 inches around
Not sure how to handle this and what steps to take.

What is the white stuff?

Without gutters water off the roof falls in that area. There might have been a cavity/void underground from when they backfilled around the house after construction. The water washed the dirt down into the cavity creating a mini sink hole. I'd just fill it with dirt and look into getting gutters.

baking soda to see if ant animals are living there, try to see foot prints. I did not see any.

A few bags of dry masons sand would pour down the hole and fill the void. Poor compaction when it was backfilled, combined with no gutters and downspouts. Water has been following the end of that wall down.

We had a small void in our subdivision road which was next to a spillway, looked very similar. Advice given was to mix bags of cement into a wet slurry and pour into the hole, it worked well and has held up for the past few years!

Stuff some crumpled up newspaper down the hole to plug it (leave about 2" of space at the top) then mortar the hole shut with mortar mix or a hydraulic patching cement.
