Fluorecent Light that won't work

I have two "U" shaped fluorescent lighting fixtures in my basement (2 bulbs per fixture; fixtures are about 20 years old). Sometimes they work but most of the time it doesn't seem that the bulbs are getting enough power to come on. There is a faint glowing at the base of the light where the two prongs plug in. Is there anything I can do without having to replace the fixture? I have tried new bulbs but still no good.

Thanks for your quick response. I just switched a ballast from one that is working and it seems to be OK. Have to go out a buy a new ballast. Thanks again.

Check out new fixtures while you are at it. It is often cheaper to buy a new fixture than a ballast.
