Florescent bulb life

Should the new screw in type 120v florescent bulbs handle power surges better than regular 120v incandecent bulbs ?

Its always been my belief that the more frequently a fixture {powered by a ballast} is switched on/off the shorter the life of the bulbs/ballast. I dont know how much testing went into this theory but its what I was taught.

We have a florescent light above our kitchen sink that is left on 24/7. In 25 years we have replaced the bulbs maybe 4 or 5 times, if that. Our other florescents that get turned on and off all the time are good for about 2 or 3 years max.
