Ballast or bulbs. Not much else to play with, and a new ballast would have come with the new fixture. When you changed the fixture, did you replace the bulbs with new ones? One faulty bulb can cause both to go out.
Good luck

Ballast have thermal protection built in. When the ballast overheats it will shut off until it cools off enough to come back on.

Is this in a hot area? Is this a new problem?

New bulbs - Old problem

I changed bulbs when I changed the fixture.
Lived here +/- 20 yrs. The problem is about 2 yrs.

I just had a thought. Could reverse wires or a bad switch be the problem????
