Question Lights blinking all over house after new fixture

Electrically clueless here, but my dear husband installed a new lighting fixture in our kitchen a couple of days ago and now the lights are flickering all over the house. It doesn't seem to be limited to when the new light is on, but the start of the problem was definitely when the new light was put in. He did take it down once and re-wire it - said there was old tape and one not so good connection. Now he says he doesn't know why it would still be happening but it's no big deal. It's driving me crazy, and I'm also concerned about safety. What could be causing this and what can I do about it?

Tape ?, Everyone uses wire-nuts.
How old is the house ?

I would call the power company and have them check the lines from the pole to the main panel.
Most will do this for free.

You maybe # 4 this week for flickering lights.
