Ceiling fan voltage with fan and lite in off position

My ceiling fan (been this way since new house was wired) has 58 volts at the fan wires (blk and wh) and the light wires (red and white) with the wall switches (2- l for fan and l for light) in the off position. Both have 120 volt in the on position. At other times I check the voltages and I may get 25-35 at each location. My check test from the bare -green is switch on is 3.8 and switch with fan on is 3 volt . Both switches in off = 0 volts. Test with bare-white wire is 0 on both with switches on or off. Please help

Let me guess....are you using an electronic volt meter????

Ignore the 58 volts as it is phantom voltage that can happen with an electronic volt meter. AS long as the light and fan works you should be fine.
