Light Fixture Insulation - Necessary???

We recently had a new light fixture installed in a bedroom and I noticed the installer removed the insulation insert before he installed the fixture. (I think he was having difficulty fitting it in.)

Is this dangerous? Do we need to call another installer? I hope not because the first guy charged as much as the fixture itself cost. Also, we no longer have the discarded insulation piece.

The insulation is put there to keep heat away from the wiring and other items above the fixture. It should not have been removed.
