Exclamation light switch and 2 plug replace

I have a light switch and 2 plug outlet that I want to replace with a dimmer
switch and a 2 plug outlet that has the GFCI in the bathroom. The wiring at the outlet has black white and ground 2 each. The grounds are connected
together as one and the whites are connected together and made to be one
the black one is separate and one has an area along it where the insulation
was removed and when I disconnected the wires originally that black wire
was attached to both the switch where the insulation was removed and the
plug into the prong. *(I think). I tried to replace it with a dimmer switch that
has 2 black wires and a ground and this levitron smart lockd gfci 2 prong plug.
I have tried wiring it every which way, some times i get the plugs to work only.
one time the vanity light stayed on but wasn't controlled by the switch.

Connect the grounds together and to the receptacle and the switch if it has ground screws.
Connect the white together with a pigtail. Connect the pigtail to the LINE side of the GFCI silver screw
Connect the black wire with the stripped part to the LINE side GFCI and one of the dimmer black wires.
Connect the other dimmer black wire to the other black wire.

thanks i will try that.
does it matter that on the dimmer switch i snapped off all the tabs on the
sides thinking i needed to to fit it into the electrical box?

The sides of the dimmer that you snapped off act as a heat sink to help dissapate the heat. This will affect how much the dimmer can dim. You may have reduced a 600 watt dimmer to 400 watts.

You should not dim receptacles.
