Recessed Lighting below heated floor pipes

Hello....

I am currently developing my basement and in one area, I have heated floor pipes in the kitchen area above. There is this reflective sorta paper (about 3/4-1" inch thick) under the pipes. I was curious to know if it would be safe to put up an insulated light housing up in this area. Please follow the link to see a picture describing what I'm talking about.

In the picture, the red pipes go under reflective paper

Speak to someone familiar with this type heating to learn what you can and cannot do.

At the very least you want to use an insulated contact rated can, and I would be leery about that.
