Lightbulb Florescent lights flicker

I installed 2 new, 2 bulb, florescent fixtures. They have never come on immediately. They glow at the end of every bulb, may come on in 5 minutes, 10 minutes but then may stay on 1/2 hour and go back to glow. And then repeat that same pattern. Do I need to replace balasts? Can I test the balasts? With a standard test meter (Ohms, voltage)? Other suggestions?

Where are these lights installed? Are they properly grounded?

Are these lights hardwired or plug in? Did you wire them yourself to an existing circuit or did you create a new circuit? Are they wired correctly?

If they go through a switch, make sure the grounding wire is attached to the green screw on the switch. Quite often the grounding wire is left off. This would possibly keep a ground from completing. And fluorescents like grounding wires.
