You need to install a ceiling fan rated box in your ceiling.

Fan

What is the finish material in your basement ceiling (drywall, fastened in place panels, suspended ceiling, etc.)?

I also wonder if your ceiling is high enough for a fan installation.

To cover up the large hole left by the can light, first install a ceiling fan rated box or bracket. Then you can shop the box stores for ceiling medallions. They come in multiple sizes. You mount the round medallion and then install the ceiling fan.
