Is the bulb part of a two-bulb or four-bulb fixture? If so, did you replace both or all four bulbs at the same time with brand new bulbs directly from the store? If not, do so.

Is this an Edison (screw in) base lamp?
If so, it sounds like the contact in the bottom of the socket might be bent.
MAKE SURE THE POWER IS OFF, then take a small screw driver and pry the little tongue in the bottom of the socket up just a hair.
Don't try to bend it too far or it may break.

Sometimes hard starting is due to poor grounding. Do you know if your fixture is well grounded?
Try an experiment. Next time is won't start, see if it will start if you just touch, but don't move, the bulb and some metal part of the fixture.
By the way, for reasons I don't understand, these problems sometimes fix themselves over a few weeks. It's almost as if the bulb has a break-in period.
