Light Flicker After Switch Off

Hi, I installed a small fluorescent light fixture in my bathroom. At night I turned it off and noticed the it intermittently flickers with the switch off. It has an electronic balast with 2- 17w- T8 bulbs.
Any idea why both bulbs would do this??

What kind of switch is it? Is it just a simple 50-cent switch?

It is the large flat Decora style switch with a small light in the switch. The switch and previous fixture did not have this issue. The old light fixture was the four globe bulb type which were florescent.

The small light in the switch is the issue. It leaks a little voltage to light up the bulb in the switch. With a standard bulb this is not an issue. With a CFL it is enough to make the bulb flicker.

Either change the bulb or change the switch.
