Avoid reflection of light on ceiling from circular pendant light

I am planning to use ordinary fluorescent shop lights for a suspended ceiling being installed in the basement. The 2 bulb, 4 foot long, 32W, T8 shop lights would be recessed into joist spaces. I would want to use two such fixtures per 2x4 area of the grid and use translucent plastic in the grid. Right now I have switched, ordinary incandescent light bulb fixtures attached to octagonal junction boxes, which are attached to the joists. Questions: 1. Can I just put a duplex outlet cover on each of the octagon boxes and buy shop lights that have cords/plugs? Can two such shop lights be plugged into these octagon box outlets even though they will lie above the suspended ceiling in the joist space. Does that violate NEC? 2. Should I buy only shop lights that can be hard-wired and use Romex from octagonal junction box to shop light? 3. Can I buy shop lights with cords and cut off the plugs, run the cords into the octagonal junction boxes, and hard-wire the individual wires within the cord to the Romex wires in the junction box? Code? 4. I assume that heat is not a problem with fluorescent bulbs. If I want 2 shop lights running parallel to one another within a 2x4 space, a total of 4 fluorescent bulbs at 32W each, is that a problem?

Hi, I'm trying to install a new fluorescent light system in my room which has a white and black wire on it.
