miswired fan/lights

There are two switches in my bathroom. One is supposed to power the vanity lights over mirror. The other is supposed to turn on main light and exhaust fan. They are miswired. The vanity switch will not power vanity lights unless the other switch is on. So it's either the one switch with main light and fan or all three at the same time. Turning on the vanity switch does nothing alone. You could imagine the annoyance of constant fan noise and bright light in the middle of the night. Any help with this?

No, we can't help because you have given us no information about how the switches are wired or even if they are in the same box or separate boxes. Tell us the wires in the switch box(es) and how they are connected. We may also need to know the wiring at the lights and the fan.

You may also need a multimeter, preferably analog, or a test light, or a solenoid voltage tester to determine where incoming voltage is. (Non contact testers won't be useful.)
