fluorescent light replacement question

My neighbor called me over because she has two lights above her sink that wouldn't work, and when she replaced them it didn't do anything. Both either have a faint orange glow at the ends or flicker on for a split second before going dark again. I am not familiar with the terminology, but the two plastic terminals/endpoints with the twist/metal contacts are apparently called "bulb holders." I took them out to make sure each end was properly secured to the bulb, but it made no difference. By accident I noticed that if I twisted one end in and touched the other end of the bulb with my fingertip, the bulb lit up and stayed lit. Does this indicate a problem with the bulb holders, and should the entire fixture be replaced? I noticed you can buy replacement holders but they aren't a standard shape (current ones are different than I found and snap in, so may be based on manufacturer).

Also, I should mention that this light is about 28 years old.

I really can't picture exactly which fixture she has but if the fixture is 28 years old, you might as well replace it.

That's what I thought it was & they are replaceable.
