Project source track light problems

Hi all, I have 118v at the track. When I plug in the transformer with grounding tab correctly facing, I get roughly 55 volts on each side of the track. Is this normal? In any event the lights don't work. Any ideas? Any help would be appreciated.

I actually have 118 on the lower parts of the track

What transformer? What you wrote doesn't make sense. What is the transformer for? Does the track use 120v lights? do they work before you plug in the transformer? If the lights are 120 why do you need a transformer?
