Is there something wrong with this dimmer switch wiring?

In my new home I noticed the dining room lights with a dimmer switch installed will often make noise or flicker. I think the problem is this green ground wire is not attached to anything but I am not totally sure about that. The other 3 connections seems good to me. I unscrewed the nuts and made sure the wires had good contact and then screwed them on tight again. But the problem still exists. Any ideas?

Ground is safety not function. Use of LEDs or CFLs can cause those symptoms.

It could be the filaments in the bulbs buzzing.
