Welcome to the forums.
Without more information, it sounds like someone pulled the feed for the outside lights from an existing switched circuit.

You will need to find the feed point and relocate it to a circuit which is not switched.

Need more info. Does it only turn on when a certain light is turned on. I agree it sounds like it was wires from a switched circuit.

Open the box for the switch for the other light you need to turn on to get that light to work and tell us all the wires and connections.

I usually call that a "master switch". Here's one possibility, I hope I can explain it.
14/2 hot wires run to several switches, it may also include some receptacles. At each switch box, there are three cables: two hot 14/2(power in, power out) and one switched 14/2 to the light.
When the box was spliced, the installer confused the 14/2 wires.
He/she tied a hot and a switch together. The remaining hot feeds the switch.
When this happens, everything down line is switched instead of being hot. The first switch would have to be ON for the second switch to work.
