Wires arenít live after disconnecting ballast...?

Wires arenít live after disconnecting ballast...?

I canít say I have a ton of experience with light fixtures/ceiling fans, but Iíve done enough. Iím switching out old fluorescent light fixtures in the basement so I shut off the power, clipped the wires at fixture and started wiring the new one. It didnít turn on so I tried several wire combinations (old, old wiring) with no luck. So I got out my voltmeter and tested each wire with the power on - nothing. I even touched the wires and still nothing.

Anyone know how this is possible?

Silly question but have you turned the power on from mains/breaker circuit, light switches ? If yes, are you sure that you didn't damage any cables in the process ?

Does power come in at the light or the switch?
