what are these covers for?

I have 7 plastic rectangle covers in my ceiling (just bought the home) and I do not know what they are for? They are the size of a normal electrical outlet but there are no holes. I opened one up and there is maybe one wire I see in it but it’s hard to tell because it’s covered in paint or something.

Welcome to the forums.

It sounds like you are describing blank plates. When a home is sold..... many times the homeowner wants to take his lights with him to his new home.... so an electrical blank is used to cover the box as no box can be left uncovered. It would be pretty rare to see 7 blanks in one area unless there were 7 pendant lights removed.

A picture could be helpful here...... How-to-insert-pictures

Maybe for ceiling fans that were never installed?

Nothing would work if there was only one wire, sure you do not mean one set of wires, like in romex?
All the lights and fans boxes I have seen have been round boxes, but who knows some first timer may have done this.
Even if it was for lights, there should have been two sets of wires in all but possiblly one or you would need a switch to control each light.

I was assuming he meant one romex.

OTOH, what kind of wiring goes to wired smoke detectors? Although as noted, would probably be round boxes?

Most localities will not allow removal of lighting and window dressings. I'm surprised the sale went through without some sort of fixture installed. If in fact these are for lighting.
Are the blanks square or round? And when you opened the one box was the "wire" terminated with caps or at least tape? Look at you circuit box. Are the switches (or fuses) labeled? Do any of them refers to lights?
