Fan controller- red and black wires only

Hi, I'm trying to install a vintage fan that came with a wall mount fan controller. The odd thing is that it only has red and black pig tails. I connected the hot to the black and the neutral to the red; it didn't work.
I see a white wire connected to a fuse and then the control knob.
Any ideas?

Welcome to the forums.

A white wire with a fuse..... where.... in the box ?
It sounds like you only have a two wire cable there and both white and black were on the old switch.
In this instance..... the white is hot and the black is the switched line back to the light/fan.

@PJMax, yes, the fuse is inside the controller box and I can see a short piece of white wire. I'm convinced there is something wrong with the switch.
I tried to attach pictures in case anyone was curious.
You can close this thread.

Thanks!
