Should tombstones be loose and rattling?

I'm retrofitting some undercabinet fluorescents to led and I noticed the existing tombstones fit loosely in the fixture so that they move around given the bit of play there is. They also have a rattle when you give them a bit of shake. I received new tombstones with the new led lamps so that isn't an issue but they still fit loosely.

Are they supposed to be loose? Does it make any sense to put some adhesive on them to sit a little tighter?

Also, I noticed the wires in the fixture going to the tombstones are maybe 18 gauge. Is that okay or should I change wires to 14-2? Thanks

I dont think that is abnormal, they just slide into the fixtures and the tension of the bulbs hold in place.

No need to change wire gauge!

The wiring inside a fixture has been approved for that use.
It is smaller than it's external counterpart but carries a high heat insulation rating.
