Exposed Romex across attic ceiling studs?

I am wanting to run Romex 12/2 type NM-B wiring from a bathroom 3-function switch up through a wall and then across to a ceiling fan/heater/light. The attic above is really just a crawl space with exposed studs and with of course the drywall below for the bathroom ceiling. There's also blown insulation up there. My question is it allowable to have the exposed Romex wiring running between the ceiling studs (with no conduit)?

Yes. It should be stapled to side of one of the ceiling joists every 4 feet.

You've asked two entirely different questions between the title and the last sentence in your post. Could you clarify what you're actually doing?

Hi, is the ceiling strapped? cable could be fished between ceiling and joists.

Strapped is boards spaced a foot or so apart between the Sheetrock and joists,

Can Romex run over top of ceiling joists or are they supposed to run through drilled holes?

It can run over top if more than 6 feet from the access hole in the ceiling or if protected by a running board.
