can i swap bulbs like this?
f17 T8 is what my new light fixture calls for and i bought 4 of them. however i have spare f20 T12 20 watt bulbs and they fit and work. can i use them as well once the other ones start to burn out?

No you can't the F17T8 lamps are for an instant/programmed rapid start ballast while the F20T12 lamps are designed for a preheat/trigger start ballast. they may light on the existing ballast for your F17T8 lamps but probably not full brightness and will have a short life span and if the ballast is an instant start one there is a good chance that it will just destroy the cathodes (filaments) of the F20T12 lamp so it will never work even on the proper ballast
