Bathroom fan vent

Is it acceptable to vent a bathroom fan into a vented soffit instead of a roof or wall vent?

Inside the soffit? No. Outside the soffit, possibly. It depends on your local code which we don't know. For an example see code such as IRC 2015 M1501.1 and 1506.3 which apply... Not inside a soffit or attic... must be outside and not less than 3 feet from any opening into the building. So if its 3 feet from any soffit vent or window or door, then yes. If not, no. Using that same code, any wall or roof vent must also terminate at least 3 feet from any opening.
