LED doing this?

An LED bulb giving scorch marks?

No.... the LED is not leaving scorch marks.
That looks like it was from a previous incandescent bulb that was in there.

I’m guessing the previous owner used bulbs she maybe wasn’t supposed to - would the wires still be ok?

Most likely, the aluminum faced insulation provided for that. But you can pull the fixture to check it.
