I have outdoor fixture and when replacing the lamp pulled the holder but now the holder is loose as shown in picture. Tried rotating it but it won’t go back in and now the lights are crooked. Does anyone have any suggestion as how to fix this?

I have been replacing some older [i]Fluorescent [/i]tube T12 lights and ballasts. Today I ran into a small issue that has never happened before. After installing the new ballast and T8 blubs it won't turn on. This one I am currently working on is wired exactly the same as the rest in the same room and building but for some reason doesn't work. Tried basic trouble shooting: different new blubs; different new ballast; verified wiring connections; and checked for any breaks in any of the wires including removing the tombstones on the ends to make sure the wires were not out. Found nothing, any idea or things to check that I may have missed. See images below: [i]This is the room I am currently working in and you can see the one housing that won't light.
