'81 Evinrude 60 horse
My husband has a 1981 Evinrude 60hp 2 cyl. He has put on a new wiring harness, rebuilt the carbs, and put new hoses and fuel filter on, and redid plugs. The engine tries and tries to turn over, but will not crank. Any ideas?

When you turn the key to engage starter what exactly happens?
Does the starter spin?
Does it throw the starter gear into the flywheel but not spin?
Does it throw the starter gear into the flywheel and try to spin but hasn't enough power to turn it?
Does the starter turn the engine over but it won't start.
Why did your husband replace all those parts?
What is the history of this motor?

He replaced the wires because they were brittle from age. He rebuilt the carbs and fuel system because he thought that was why it wouldn't start. When he turns the key the starter engages and the flywheel turns but it just won't crank up. He thinks it's possible he may have not put the wires on exactly and is going to retrace them as soon as he gets a manual. Is there any thing esle it could be? Could it be the magneto system? Thanks.

I'm not an outboard mechanic but from my DIY automotive experience I can suggest that you check for spark and fuel.
To check for spark you can remove the spark plugs and while still connected to the wires lay them on a good ground.
Crank the engine and look for a spark.
To check for fuel you could reinstall the spark plugs, crank the engine for a short period of time, remove the spark plugs to check for unburned fuel. If none you could try again with the choke on.

The ignition system on the 81 model is a good one
and shouldnt give you problems. But.. look under the
flywheel and see if any goey potting mix is running out of the
stator coils. Thats a good indicator that the same age
and neglect that got the plug wires has goten to the
heart of the ignition system.
Most likely cause of no start is compression.
look for 105 psi.
