1984 40HP Evinrude outboard runs weak and dies at Idle

Hello, I have a 1984 40hp Evinrude outboard that runs rather odd. sometimes it will run fine but you don't have much power at full throtel and it sounds like it's having trouble. but usually it will run vary ruff and wont go into high RPMs even if the throtel is wide open, it will just sit there at the same speed and then about a minute later it will all of a sudden pick up speed very quickly. the top cylinder seems to be the problem it spits alot of gas and sometimes exhaust out of the carb. I have rebuilt both carbs, checked the spark on both plugs, checked the pressure on both cylinders (90 PSI each) I was told it is most likely the reed valves. I am curently soaking them hoping it will help. I don't want to have to replace them at 100$ a piece. any thoughts would be greatly appreciated.

Have you put new fuel filter in it. Some times thats it.
