power trim problem

I have a 40 horse Suzuki outboard, 1994 model. The trim started going up on its own sometime while in storage and continued until it drained the battery. It is stuck in up and continues to try to go higher when power is restored. I can hold down the switch in down position and stop the trim motor but the outboard does not go down. Upon releasing the switch the trim motor tries to lift the motor higher again. Any suggestions as to what the problem is?

there is a shorted relay in the electrical.
disconnect the power to the trim fuse and check
the relays with an ohmmeter. replace the faulty relay.
check back for more info when you have them removed.
we need to know the type/ configuration.
