Running hot at slow speeds

I have a 1973 Mercruiser. It starts great and runs smoothly. The problem I have is when I'm using it to troll. At this very slow speed the thermostat goes to "Hot". Very hot. The engine continues to run well, and the engine feels very cool. Once I kick the speed back up, the thermostat quickly goes back to normal. Is the engine really running hot? How can I keep it cool at slow speeds? Any ideas are appreciated.

The first thing on any motor in or on a boat is check the water pump impeller for sure and go from there.
